Making an Offer and Signing Form F in Dubai

A strong offer states the price, deposit, how you will pay, the completion date and anything included in the sale. Once accepted, the terms go into Form F, the Dubai Land Department sale agreement, and a deposit (commonly 10%) is paid. Read every clause before signing.

Your offer should cover more than the price. Once the seller accepts, the agreed terms are written into Form F (also called the MOU), the Dubai Land Department’s standard sale agreement, signed by buyer, seller and the brokers.

What a good offer includes

  • Price, based on recent sales of similar units, not just the asking price.
  • Deposit: commonly 10% of the price, usually held as a security cheque by the seller’s broker until transfer.
  • How you will pay: cash or mortgage. Mortgage buyers should mention their pre-approval.
  • Completion date: realistic for your bank, the developer NOC and any seller mortgage.
  • What is included: furniture, appliances, parking and any extras.
  • Conditions: for example, the property is vacant at transfer, or the sale depends on your bank’s valuation.

From offer to signed Form F

  1. Make the offer in writing

Send it through your broker so there is a clear record.

  2. Negotiate

Price is only one lever. Dates, inclusions and who pays which fees are also negotiable.

  3. Prepare Form F

The brokers draft Form F with the agreed terms. Each side’s broker agreement (Form A for the seller, Form B for the buyer) should already be in place.

  4. Review every clause

Check names, unit details, price, deposit, dates, penalties and any additional terms. Ask questions before you sign, not after.

  5. Sign and pay the deposit

Once signed, Form F is binding. If one side fails to complete, the agreed penalty (often the deposit) can apply.

Common mistakes to avoid

  • Agreeing a completion date your bank cannot meet.
  • Vague wording such as “including furniture” with no list.
  • Signing before seeing the title deed or the seller’s ID.
  • Accepting an “all-inclusive” figure without a written breakdown of fees.

Next: property transfer and handover.

Common questions

What is Form F in Dubai?

Form F, also called the MOU, is the Dubai Land Department's standard sale agreement between buyer and seller. It records the price, deposit, dates and conditions of the sale.

How much deposit do I pay when signing Form F?

It is commonly 10% of the purchase price, often given as a security cheque held by the seller's broker until transfer.

Can I cancel after signing Form F?

Form F is binding. If a party fails to complete without a valid reason, the penalty in the agreement, often the deposit, can apply.

What if my mortgage is not approved?

Protect yourself by stating in Form F that the purchase depends on final mortgage approval and the bank's valuation, and by allowing enough time.
